@jgolowka You seem to be taking quite a narrow definition of the word. A government is simply a power structure which creates rules and sub-systems in pursuit of a goal. Although popular definition refers to our current system of political organization and its power structures, any organization which engages in planning in the active pursuit of a goal could be considered a government.
Is it possible that those seals were like portraits of people or something, with that pointy hat chap being the focus, and those animals being background, distanced material? I’m probably completely wrong, but it seems to me like the guy with the hat is saying, “Yo, check it out, animal horn hats are a thing now,” and the artist/sculptor/creator is thinking, “Pfft, that’s a boring hat. Let’s whack some interesting shizzle in this picture. Maybe a bull. And a lion. Bam! I AM AWESOME.”
